Abstract

Climate change impacts almost every area of life. Indonesian Government's commitment to minimizing the effects of climate change is shown by the issuance of Presidential Regulation no. 98/2021 concerning implementing Carbon Economic Values (PR 98/2021, hereinafter). Pursuant to PR 98/2021, the Government regulates the existence of a carbon trading scheme through a carbon offset mechanism, result-based payments, levies on carbon, and a combination of existing systems. It also manifests the Government's commitment to overcome climate change through the forestry sector; still, on the other hand, the Government seems indecisive in stopping violations in the forestry sector, which then has implications for justice for the community and the surrounding environment. Two issues are discussed in this paper—first, the dynamics of carbon trading regulation in global and national contexts. Second, the justice perspective in carbon trading policies as an effort to overcome climate change.
