Abstract

Human resources play a crucial role in supporting the growth and development of an organization, making the improvement of employee discipline an important factor in achieving optimal organizational performance. The Government of Indonesia has established Government Regulation of the Republic of Indonesia number 94 of 2021 concerning general provisions for the discipline of Civil Servants. However, the Public Works and Housing (PUPR) Service faces the problem of many undisciplined employees, leading to significant attendance fraud. This study uses a soft system methodology (SSM), which plays an important role in mapping and conceptualizing the model. From this study, it was found that there were supporting factors, including improvements in IT infrastructure, which were also a priority for increasing employee discipline. The researchers recommend that the PUPR Service build an employee monitoring system using Radio Frequency Identification (RFID) innovation in the form of K-Dispens (Civil Servant Discipline Cards), which officials can use to monitor employees during working hours.
