Abstract

Garut Regency is one area that has opportunities because its economic dominance comes from
the agricultural and agro-industrial as well as being an underdeveloped area in West Java
Province along with Sukabumi, Tasikmalaya, and Indramayu. GRDP is one of the indicators in
identifying the economic condition of a region. The GRDP data of Garut Regency and West
Java Province will be a reference in identifying the economic conditions of Garut Regency. The
purpose of this study is to identify conditions of economic disparity, sector specialization,
economic growth, and strategies in building a digital economy for the leading sectors of Garut
Regency. The method used in this study is the Williamson index method to measure economic
disparities, location quotient to identify sector specialization, and shift-share to identify
economic growth in Garut Regency referring to the 2015-2020 GRDP data. Economic disparities
between districts/cities in West Java Province tend to be high. The agricultural sector became
the base sector throughout 2015-2020 with its economic growth showing positive results.
These results are in line with Garut Regency’s transformation of the program initiated by the
Garut Regency Government together as a strategy for implementing a digital agricultural
economy that can be implemented in Smart Farming.
