INOVASI PROGRAM WELPAY SEBAGAI UPAYA MENSTIMULASI RODA PERPUTARAN EKONOMI DAERAH DKI JAKARTA DI ERA PANDEMI COVID-19
Abstract
The Covid-19 pandemic has forced the central and regional governments to make policies that
limit the mobilization of their people in order to break the chain of virus spread, through
policies we know as Large-Scale Social Restrictions. As the capital city, DKI Jakarta is no
exception to the economic impact caused by the Covid-19 pandemic, where Bank Indonesia
noted that 87.5 percent of MSMEs were affected by Covid-19 and 93.2 percent of them were
negatively affected by sales. The Welpay program exists as an effort to overcome the problem of
sluggish economic turnover, especially SMEs in DKI Jakarta by providing a card containing
an incentive balance with a nominal value of one million rupiah each month which is distributed
to all residents of DKI Jakarta with certain conditions where the balance in the card can only
be used for transactions on SMEs businesses that have been registered as Welpay program
partners. This program research uses qualitative methods with concept analysis through
literature studies using the Bohnenberger sustainable welfare benefits framework, especially
the Universal Basic Voucher. The Universal Basic Voucher or UBV is a policy model for providing
a nominal amount in the form of vouchers to all citizens of another country or geographic area,
regardless of their income, resources, or employment status. The Welpay program is expected to
be able to revive the wheels of the SMEs economy amidst the sluggish economy caused by the
Covid-19 Pandemic.
