Abstract

The performance evaluation of contract employees at Bhayangkara Hospital, Denpasar, Bali Police Department, has traditionally been conducted manually, leading to subjectivity, inconsistency, and inefficiency in decision-making. The goal of this journal is to develop a decision-support system that enhances objectivity and efficiency in evaluating employee performance by implementing the Weighted Product (WP) and Simple Additive Weighting (SAW) techniques. A total of 117 contract employee records were assessed based on nine evaluation criteria. The system was developed using the SDLC waterfall model and tested using black-box testing. The results show that the SAW method produced the highest score of 3.53 and the WP method yielded the top score of 0.062, both of which were used to rank employee performance for contract continuation decisions. The accuracy of the system is measured by Mean Absolute Percentage Error (MAPE) to check how accurate the system was, resulting in a low error rate of 0.63% for SAW and 0.65% for WP, indicating high accuracy. The system provides more structured, fair, and data-driven assessments, supporting transparent and accountable decision-making. This method is supposed to make managing human resources easier and improve how healthcare organizations evaluate performance.
